Here are the average industry rates for two of the newsletter services we use: Constant Contact and Mailchimp.

Click-through rate: 7.39%

Entertainment and Events
Open rate: 20.41%
Click-through rate: 2.19%

Manufacturing and Distribution
Open rate: 16.48%
Click-through rate: 8.76%

Professional Services
Open rate: 20.77%
Click-through rate: 2.39%

As you can see, the average open and click-through rates vary widely by industries. For some, a 3% click-through would be above average; for others, it would be below.
